Ghana Public Holidays: Legal Framework, Regulations, and Yearly Guides

The authoritative reference for Ghanaian statutory public holidays, executive instruments, substitute day rules, and verified yearly calendars.

Statutory Holidays Versus Declared Additional Holidays

Public holidays in Ghana fall into two distinct legal classifications: statutory holidays established by parliamentary act, and additional days off proclaimed through presidential Executive Instruments.

Statutory holidays recur on the same fixed date each year, or according to an established legal formula (such as Farmers Day on the first Friday of December). These days off apply uniformly to all public and private sector employers across the country.

In contrast, additional public holidays are non-statutory days granted at the discretion of the President under the Public Holidays Act. An additional holiday granted in one year does not automatically renew in future calendar cycles.

The Ghanaian Substitute Day Policy

A common point of confusion for international firms, diaspora visitors, and local human resource departments is the substitute day protocol. Ghana does not employ an automatic weekend rollover mechanism.

If a statutory public holiday falls on a Saturday or Sunday, the following Monday is not legally a paid public holiday unless a specific Executive Instrument is signed and gazetted by the Ministry of the Interior. Employers must treat the weekend as the primary holiday unless an official gazetted replacement date is announced.
